Can I leave China while my residence permit renewal is in progress?

My company has already started my residence permit renewal in Shanghai, and the HR team says my passport may be held for part of the process. The problem is that I might need to leave China for a short family emergency before the new permit is issued.

Has anyone dealt with this recently? I am trying to understand the practical options here: temporary passport return, an exit-entry receipt that is actually accepted by airlines, or whether the real answer is simply not to book anything until the new permit is in hand.

The safe assumption is that you should not plan international travel while the passport is inside the renewal process unless the entry-exit bureau has clearly told you how to retrieve it. In some cities the employer can request a temporary return, but it is not something I would leave until the last minute.

I had a similar issue in Hangzhou. The receipt from the bureau was enough for some local admin tasks, but I would not assume an airline or border officer will treat that as a travel document. I only booked after the new permit sticker was done.

Ask HR exactly which stage your case is in. There is a big difference between documents being prepared, passport already submitted, and permit almost ready for pickup. People compress all of that into one vague phrase and it creates confusion.

If the trip is genuinely urgent, get the employer to call the local exit-entry office instead of relying on group-chat advice. They can usually tell you faster whether a temporary passport return is possible in your district.
