How risky is short-term remote work while visiting China on an L visa?

I work for a company outside China and may visit for three weeks this summer to see friends and travel. During that time I would still need to answer email and do a few hours of laptop work on some weekdays, but I would not be employed by a Chinese company or meeting local clients.

I know this can be a gray area, and I am not looking for risky advice. I just want to understand how people usually think about this in practice, and whether the safer move is to take full leave instead of trying to work quietly from hotels and cafes.
